What caused the killer floods in Kerala: Excess rain or human error?

​Leader of opposition Ramesh Chennithala allegedly termed the floods as a man-made disaster. Amita Singh JNU professor also said the flood was not caused merely due to excess rain​. Chief minister Pinarayi Vijayan however termed these charges as baseless.
